Question / Help Encoding Overloaded persists

i have recently made some significant upgrades to my PC:

i5 7600K
Z270 mobo
16GB DDR4 2400MHz RAM
240GB SSD

i have yet to upgrade my GPU which is still an AMD R9 280X

alright so i've been trying to stream PUBG (graphics settings Very Low) and i almost constantly get the "Encoding Overloaded" warning.

Output settings are:

x264 encoder
720p60fps
CBR
3500 bitrate
veryfast CPU preset
VFR unchecked

i have tried using the ultrafast preset and streaming below 3000 bitrate, but i still get the same warning.

i feel like my current specs should be sufficient to stream PUBG with no issues but apparently i was wrong. i did not get the Encoding Overloaded warning with my old setup which consisted of an i5 3570K and only 8GB DDR3 RAM. so i find it odd that i'm getting performance issues with a brand new setup. are there any settings i should change? cause i feel like i'm banging my head against a brick wall trying to fix this.

Logs from a stream the other day where the Encoding Overloaded warning was almost always on:

Did you change settings in the games you're playing when you got the new hardware? That can account for the increase in CPU usage.

Make sure the windows Game Mode is disabled, and that you're not running any antivirus that can mess with process priorities (such as Avast/AVG and Kaspersky).
