Encoding Overload with new PC

I am having problems with encoding overload on what I would say is a beefy PC.
Specs:
MSI Z790 Edge Edge Wifi
EVGA Gefore 3050 RTX 8GB
64 GB RAM
Corsair iCUE H100i Elite LCD XT Liquid Cooling
Intel(R) Core(TM) i9-14900K 3.20 GHz
Windows 10 64 bit
8TB HDD
2TB SSD

I had to get a new HDD last month because my last one died. Had to reinstall windows and redownload everything (including OBS). During that time I got the 3050 GPU then got everything else afterwards. I was able to run OBS without Encoding Overloading or FPS drops in the recording on my older build. Now I can't record gameplay at high quality (ranges from Dead by Daylight to Roblox). Games run perfectly fine at 60fps without any issues but on the video it is terrible.

A quick look & your log looks OK except you need to clean up your Scene & see if there's improvement. Only (1) Window, Game Or Monitor capture per. I see anything else I'll let you know.

Does that really affect it that much? Because on my old build I had many sources and it recorded without any issues.

I should also add that I record to my external HDD and sometimes to my HDD that has my OS downloaded on it. However on my old build none of this was a problem.

They can cause interference.

You should be recording to a Pro NVMe or SSD. If you have to use the external, enable Write Caching & keep plenty of free space. They slow down as they fill up

1. Run OBS as Administrator. Right click on the OBS shortcut, properties, advanced, check box, ok, apply, ok.
2. Record to FMKV. If you record to MP4 or MOV and the recording is interrupted, the file will be corrupted and unrecoverable.
If you require MP4 files for some other purpose like editing, remux them afterwards by selecting File > Remux Recordings in the main OBS Studio window. You can also enable Auto Remux.
3. As previously stated, multiple Game Capture sources are usually not needed, and can sometimes interfere with each other. You can use the same Game Capture for all your games! If you change games often, try out the hotkey mode, which lets you press a key to select your active game. If you play games in fullscreen, use 'Capture any fullscreen application' mode.
4. Avoid Display Capture unless necessary for Windows stuff.

Should I also turn off Psycho Visual Tuning?

Damn MS buried the Policies tab that's needed to enable Write Caching.

Right click on the drive > Properties > Hardware Tab (Highlight The Drive) > Properties > Change Settings > Another dialog box will pop-up, Policies Tab > Change Setting to Better Performance

It can be done in Disk Management too, but it isn't any easier.

According to this log, there is no encoding overload. The recordings are perfect according to the log.
Try a different media player to check the video, for example vlc. Not the integrated video player in Windows.
I would see the FPS drop on the OBS Studio side. Down on the bottom right where it shows the fps and the CPU %.
