This is a problem that I seem to have no matter what my settings are. My CPU usage is never over 30% while recording, and my PC doesn't heat up. Even when I record RPGmaker games it has trouble with encoding. I've tried setting it to Ultrafast and changing the CRF to a higher level, but all that does is lower the quality while the Overloads still happen. Closing all other applications doesn't help either, so I assume it's something more technical that I'm missing.

It's not a consistent Overload. It'll record for several minutes, then have an encoding problem for a few seconds in which it records audio but the video freezes, seemingly at random points where there's not even a lot going on.

Try to update to Studio v0.15.4 at least, and use single 'Game Capture' source for the tests. If some hw encoder available - try it instead of software one. (maybe Quick Sync or NVENC available for you).
