Question / Help Encoding Overload But Game is Fine?

First of all my stream is laggy feels like 10fps even though im getting 80-100FPS in game. I am an experienced streamer that has streamed for a good while playing many games such as Warframe, PSO2, etc. etc. i come to you guys with this problem that really only JUST started happening after i upgraded a few things. i'll get into that soon

Note: this is a gaming desktop

windows 10 Home
i5 6600k
Asus GTX 1060 6gb
Hyper Furyx 16gbs (8x2)
1tb hd 7200rpm
Asus micro ATX Mobo H110m-k
EVGA 500B1 Bronze 500w PSU

Here are my obs settings for streaming.
internet is 60mbps download 12mbps upload

OBS settings:

VIDEO ENCODING
encoding - x264
use CBR - checked
max bitrate - 2800
buffer size - none

AUDIO ENCODING
codec - AAC
bitrate - 160

VIDEO
base resolution - 1280x720
resolution down scale - none
filter - bilinear
FPS - 60

also tried
base resolution 1920x1080p (which is my native monitor res)
resolution down scale 1.5x (1280x720)
filter - bicubic
FPS - 60

ADVANCED
process priority - above normal, also tried normal
CPU preset - very fast (also tried super fast)
encoding profile - main

here is an amusing story which is pretty important I only got the 1060GTX and Windows 10 not too long ago. drivers have been updated as well. before i upgraded both of these i previously had Windows 7 Ultimate, and EVGA gtx 950. ironically enough, the settings you see up top are not my true settings. i would actually have higher settings for streaming when i still had windows 7 and all my games would work FLAWLESSLY both stream and game. this means i had a twitch chat popped out, music playing, game playing, stream running, etc. and it would be fine. however, after this upgrade to windows 10? everything on stream is just now choppy even after going far below my usual stream settings and game settings and it's really embarrassing.

I run the game with ease, get plenty of FPS but when i check the stream on my phone it is very laggy/choppy. Also asked my viewers and they confirmed its laggy.

I also tried down scaling to 540p just to see if it makes a difference and nope still laggy as hell.


Im confused as to why its happening and it would really mean a lot to me if anyone can help out with this problem truthfully and honestly as i really dont have a solid idea as to what is causing this problem. i'll also provide a Twitch link to the video clip and also an OBS log of the session on my dummy twitch account as well. i appreciate the time anyone took to read this and i also appreciate the help as well, thanks.

Your CPU is limited.

Which Elgato model are you using? (HD60 USB 2.0, HD60-S USB 3.0, HD60 Pro)
Elgato HD and HD60 USB 2.0 that lacks instant game will have some delay and use up large amount of CPU just to decompress video signal from a slow USB 2.0 speed. Set capture device to 720p or lower to reduce this CPU usage.
