Question / Help Encoding never completes

Whenever I try to stop and finalize a recording, it's stuck on the "stopping recording" dialouge option. I'm using the hardware encoder (QSV), 30 fps, 720p. CPU usage stays incredibly low, and my specs, while not great, are enough for this. 1.9GHz Intel Core i3-3227U, Intel HD4000 graphics (32MB Dedicated VRAM, 2GB Total VRAM), 6GB RAM, Dell Inspiron 15 Windows 8.1.
While I had this problem on my previous computer, it works better on the old one, which is far weaker 1.6GHz Intel Celeron N3060, IntelHD400 (128MB Total VRAM, 32MB Dedicated VRAM), 4GB RAM, HP Stream 11, Windows 10.

(That should be the correct log file, of my last recording session)

My usual settings are: QSV Hardware Encoder, 2250Kbps bitrate, 30 FPS, 720p resolution. Any help would be greatly appreciated.

Don't use mp4. Use mkv or flv instead.

Also, the logs indicate there are multiple instances of OBS running.

Yeah, I tried opening it again after the first time it failed, as the multiple instances of OBS. And I will use mkv or flv thank you.
