Encoding lags on 60% CPU Load

Hi,

i got a new stream PC with an Ryzen 9 5950x and i get a strange thing, rendering to slow preset is possible without any problems with round about 30% CPU load,
if i go to very slow i get 60% CPU load and i dont know why rendering lags with 30% dropped frames in case of rendering lag.

I have also a small question is it better to have 95% Max CPU / Thread Usage and 22% Total CPU Usage (AMD picture attached) or 95% Max CPU / Thread Usage and 85% Total CPU Usage (Intel)
I´m a bit confused about the rendering powerof this intel, in this comparison I9 9900k preset slow without problems and Ryzen 9 5990x slower with round about 2% rendering loss.
