Question / Help Encoding Lag

So I have already fixed a quality issue and frames are looking good. The only thing I have a problem with is the encoding lag I am getting on my video. It does not look like 60 fps.

Forgive my ignorance here, but where is the lag? looks like 60fps to me. There is an occasional hiccup but i see this in almost every video I watch.

I basically try to get my recording the same quality on my screen. It looks slow and I can see the small stuttering. Im trying to knock all this out.I trying to get mr recordings to look smooth as possible. I know that it is not going to be perfect ,but i feel like it can be better.
