Encoding Lag jumps to 1900ms randomly

Hello there. I've been trying to diagnose an issue with my Streaming/Recording settings. I experience small bursts of encoding lag and seemingly, no matter what I change I can't reduce the error.

Here are my specs:
Ryzen 9 5900X
32GB 3200hmz DDR4 RAM
RTX 3080

I do use 2 144hz Monitors and have OBS on my third 60hz monitor. I've read conflicting reports on that causing a windows issue, so I thought I'd include it.

I downscale my stream to 1600x900 from 1440p (2560x1440), but record at the original 1440p. I use NVENC (new) for both.

I've tried reducing my scenes to the most basic they can be to reduce overhead as much as possible. It seems most things I try produce no different results. Any advice?
