just like the title says, stream is running fine, then a encoding error popup box appears and obs stops streaming.

This could be driver related. I had a similar issue and found that I had to update my driver on my GPU and never had it happen since. Another friend of mine had this error happen A LOT and came to find that it was due to a bad install within windows and had to start over from scratch. I pray it isn't the latter for you... Haha!
On a side note, I see you are streaming at 1080p downscaling from 1440. I tried to find the page I used for reference, but downscaling to 864p from 1440 is actually one of the best ways to go. It scales better (mathematically) and results in a way cleaner image with way less artificating. I personally tested this and can confirm. Plus, lowering from 1080 to 864 will relieve your encoder a lot too, and could result in less chances of errors!
