Question / Help Encoding and Rendering Lag

So I'm trying to start streaming and after some fiddling managed to get my game (Dirty Bomb - A fairly CPU intensive game) to play nice with OBS Studio. Now when I'm actively streaming it seems the footage is lagging when I watch the VOD back after going live. When checking the log I noticed the below two lines stand out to me:

21:54:36.246: Output 'adv_stream': Number of skipped frames due to encoding lag: 10546 (4.7%)
21:54:36.246: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 17364 (7.7%)

Currently I'm running an i5-4690k clocked to 4.6k (well within temps) and a HD7970 which I thought would have been enough. If it's simply hardware limitation, would anyone be kind enough to offer setting suggestions as I'm at the end of my knowledge after all the tinkering I've done?

Looks like your GPU is getting overloaded at least, are you running with vsync or some type of frame rate limiter enabled? If not then that would be the first step I'd suggest.

I'm running a frame limiter within the game to try and get it playable with upper and lower limits of 120 & 144. Originally I had to do this as otherwise when running OBS (even just in the preview, not streaming) it would cause massive framerate fluctuations down to as low as 80 whereas without OBS and running uncapped the frames, I get around 180-230fps.
