Encoder usage doubled and has become very unstable

For the past few years my encoder usage has been about 34% under load with my usual settings. Within 5% or so of 34%, but ALWAYS very close. It was stable and worked ok. But recently the encoder usage generally hangs out around double the expected usage at 65%. When I start recording the usage starts off at the expect %, but then doubles and stays there. Sometimes it briefly comes back down to the expected usage, but then goes back up in a second or two. The usage is unstable with literally no sources too. It was stable before. Latest Nvidia drivers, and a version which the VR community recommends because the latest actually introduced MORE instability.

Forgot to mention, these screenshots are taken with NO SOURCES!!!! When I add a game capture source with an FPS game which has high movement and usually increases the encoder usage a little, it's equally unstable.

This is the Steam game recording beta. The encoder usage is nice and perfectly stable. Exactly how it used to work. Something happened to OBS.
