Encoder overloading

Hello everyone, since a few days, my OBS isn't working because I have an encoder overloading. I've tried to change my encoding hardware, tried to lower my FPS but nothing changes. I've put a picture of my OBS settings under.
Here are my PC specs :
- SSD : Samsung 980 PRO NVMe 1 To x2
- Motherboard : ASUS ROG STRIX B650-A GAMING WIFI
- CPU : AMD Ryzen 5 7600X
- GPU : MSI GeForce RTX 4070 Ventus 3X E
- RAM : CORSAIR VENGEANCE RGB DDR5 RAM 32Go (2x16Go) 6000MHz

What should I do to fix it ?

If it's the actual or previous log file you can upload it using the feature built into OBS (shoking!) inside Help menu.
In this case, at the moment you upload it, it gives you the option to copy the URL to paste it here and to Analize it. Do both.
If it's a previous one, from the same place you can access the location where the log files are stored so you have the path to it. Then you can Attach it here using the button down bellow.

Display capture must be on it's own separated scene because it interfere with game and window capture methods.
Please post a test log file with the 60fps. This 2 are still with 100fps.

Your computer should manage 1080p resolution at 60fps with easy. Unless, of course, you have third party apps / programs running at the same time consuming the needed resources or issues on the GPU driver, the GPU itself, CPU, memory, or issues on the motherboard.

You can see the window capture and the display (monitor) capture in there.
That 0.03% of encoding overload may be due to this.

Do not use advanced output, keep it in simple.

But this isn't the scene I used when I had my issue, it is another one
