Question / Help Encoder overloading with previously good setup

I've been struggling all day with the encoder overloading on a setup I've always run before. Perhaps this is more related to not finding the optimal settings, as I've been working using OBS for more than a year and struggled to get consistent quality out of it. But this is constantly wrecking my stream plans and my recording plans. I'm not even playing anything heavy, just trying to play Binding of Isaac Afterbirth with Facerig ran as a virtual webcam through OBS.

Here's a copy of my pastebin from tonight's livestream where I constantly got Encoder Overloading no matter what setting I tried.

Windows 10 64 Bit
Core i5 3570K
16GB RAM
Radeon HD 7870 2GB VRAM

FaceRig require a lot of CPU. 60fps capture is high setting itself. If possible, try to avoid Multi-adapter Compatibility option in 'Game Capture'.
 
I haven't had this problem before with this setup, Facerig and Binding of Isaac on 1280x720p at 60fps. I also have Facerig set up to max out at 30fps. I actively tried switching between "Windows capture" and "game capture" during this issue as well as switching my encoder between the AMD encoder and the build in x264 encoder.

Is there anything else perhaps in the advanced streaming/recording settings that I might be missing to get this to behave in a stable and consistent manner?
