Encoder overloaded while NOT streaming and NO GAME IS STARTED

OBS has worked just fine until today. For some reason the encoding is overloading and OBS uses 30% of my CPU even though nothing is running on my pc except OBS and I've not even started to stream yet. All my settings are optimized for a low-end computer and I haven't had any problems until today. OBS only uses 1-4% CPU for maybe 30secs and then it fucks up again. Can anyone tell me why? btw the encoder is set to QuickSync H.264
