Encoder overloaded even with plentiful system resources

My OBS keeps giving the 'encoder overloaded' error, but when I check Task Manager when it's running, only 6% of my CPU is being used, and 37% of my 16GB RAM is in use

I've set the task priority of OBS to the highest possible, I put the recording down to 720p 30fps with a hardware encoder in performance mode, bitrate is 2500kbps, I'm recording to an SSD... I've made all the quality sacrifices I deem reasonable, and it should be running fine given how little of especially the CPU is being used, but it's been really troublesome (I'm recording off a capture card so I'm not using the computer to play a game at the same time, OBS is the only open window). My internal SSD's capacity is marked in red, it's mostly full, but I still have 40GB free on it - is it possible OBS needs more space than that to run properly? I really have no idea, very stuck atm haha

Any help would be very appreciated!
 
I did everything I could there - I ran OBS as an admin, am using a capture card to record from my PS4 so none of the gaming stuff applies, and the option to untick multi-adapter compatibility does not exist - but there's no improvement, and now OBS is having audio problems (not recording my mic, game audio is present in my recordings but not audible whilst recording when OBS is open any more)

The logfile entries indicate severe GPU overload, so the compositing of OBS ("Number of lagged frames due to rendering lag/stalls") as well as nvenc ("number of skipped frames due to encoding lag") isn't able to do its job.
Since you're capturing external video and no game from your notebook itself, some locally running game grabbing all GPU resources isn't your issue.
The only thing I see is possible overheating, thus the GPU throttling its performance, creating the bottleneck. Since you're using a somewhat older Notebook, make sure all cooling fans are still working and the inside isn't dusted.

I just checked in task manager, it's at 65 celsius which i think is healthy
