Encoder issue

Hello,
I had a new system installed after a crash. Previously I had no issue using OBS. I re-installed it and encounter an encoder issue.

The newest version of OBS doesn't support QuickSync on your 13 year old processor. Try OBS 28 from https://github.com/obsproject/obs-studio/releases/tag/28.1.2 and go from there.
