Question / Help ELGATO HD60

i just bought an elgato hd60. its chompy and laggy when i record. its not a delay its just chompy and laggy doesnt record smooth. could it be that my desktop doesnt meet the elgato hd60 requirements ?because i know it doesnt meet them, so could it be that ? or is there another solution ?
