Question / Help Elgato HD60 with upscaled 4:3

Hi there. I haven't actually tried OBS yet but I don't know where else to ask for a problem like this, so I was hoping maybe I could get some advice. I'm hoping OBS might be able to help me do what I want to do. I have some old VHS tapes that I want to record, and right now the only capture device I have is an Elgato HD60 which I use for recording PS4 games. I bought a 4:3 to HDMI upscaler that I used to plug it into the Elgato and tried filming using Elgato's software, but since the 4:3 was upscaled to 16:9 it came out distorted and I couldn't find any way to try to force it to 4:3.

Would OBS help me accomplish this or is it simply not possible to downscale an upscaled image through an HDMI output? Before I blow off even more money on a simple problem like this I'd appreciate if I could be steered in the right direction so I don't waste too much time or money. Thank you. Also, the computer I'm using is a MacBook Air.
