Elgato HD60 S stutter? Please help, I can't find a fix

it's not a streaming issue, because there isn't any frame drop, but it keeps stuttering no matter how much I reduce the quality, change encoders and decoders, change resolution, etc.

I'm having the same issue. I lowered resolution and not streaming and still stuttering imaging in OBS. It works fine in El Gato but not OBS. CPU is only at 2.7%. I also add a USB card that is designated just for the el gato.
