Two USB devices both running at 1080p is my first guess. Try removing the webcam entirely; if that fixes the problem then that confirms the issue, and you'll want to try running it and/or the Elgato at a lower resolution.

I'll give it a try first thing tomorrow and report back, thank you for the reply!

I had a very similar setup for my PS3:
- Elgato Game Capture HD
- PS3
- Blue Yeti w the Radial Shock Mount and Bue pop filter :p

First thing I'd do is check what Elgto's own "Game Capture" software does since it's usually a lot better handling the delay that the USB 2.0 interface is causing.

So close OBS, open Game Capture and try some incrementally more complicated recording until you've recreated your stream setup (as close as possible, Game Capture is a great program, especially compared to Avermedia's capture software, but it still has a ay to go).
That'd exclude or confirm the issue Sapiens suspects with USB bandwith concerns.

Personally I doubt USB has anything to do with it. The Game Capture HD uses USB 2.0 which uses a fraction of what your system is supposed to be able to handle.

In the end, what I did was get an HDCP removal thingy (can't say on the forum where I got it but I MIGHT have posted something about it on my Youtube channel :p) and record using HDMI on my "0 delay" Avermedia LiveGamer Extreme.

Made everything a LOT simpler.

Windows doesn't handle usb 2.0 devices plugged in to usb 3.0/3.1 ports optimally.
It indeed could be that.

So, here's the big problem that I'm experiencing.

I've unplugged all webcams & everything else from my USB hub, aside from the Elgato Game Capture HD for the PS3.

If I use OBS Studio, the audio is delayed. If I use the Elgato software, the audio is still delayed. So, both OBS Studio & the Elgato software have delayed audio.

However, the recording for the Elgato software shows the audio & video matching up perfectly.

What doesn't match up is if I'm looking at the direct video output to my monitor (HDMI 1), the audio that gets piped through the Elgato Software or OBS Studio is out of sync to what I'm seeing on my monitor. But the recording for the Elgato software is 100% in sync.

What in the world is going on here? I'm thoroughly confused. All that I'm trying to do is listen to the game on my headphones, that are connected to my PC, while playing it. But if the audio is out of sync with what I'm experiencing, that doesn't make for a very enjoyable experience.

USB 2.0 elgatos are ALWAYS delayed.
There is NO way to get rid of that delay without replacing the device with a GOOD replacement.

I fixed the audio delay by not using the Elgato audio output for listening. Instead I routed my TV's headphone out to one of my my PC's Line In's.

I then mix it using Voicemeeter Banana and pipe that into OBS.
Then I tell OBS to delay audio by 1.6 seconds (you might need to fiddle with that number).

That way my headset (plugged into my PC as well) gets "zero delay" audio while OBS matches it up in the recording.
