Elgato capture card works with my tower but not with my laptop

I have a elgato hd capture card that I intended to use in a dual pc streaming setup and it was working when I was using a tower as my streaming pc but when I downloaded obs on my new streaming laptop and plugged in the elgato it did not show up as a video capture device in obs. When I went into windows device settings it sees the device and says it's working properly. I have up to date drivers and I've tried everything I can think off but I just don't get why it works fine on one computer and not fine on another. Any help would be greatly appreciated.

I don't know what would cause this issue, but here is a list of things you can try if you have not already done so:
1. different USB port.
2. ensure that no other software is currently accessing the device.
3. make sure that you can access the video from the capture card with the elgato software.
4. From inside OBS, click Help -> Check File Integrity
5. uninstall all drivers and software related to the elgato. reboot, reinstall.
6. All else fails, full removal of OBS, reboot, reinstall.

Alright I did 1 and 2. the elgato hd software tells me to connect the card or it wont launch. But the computer recognized the card is connected. It's not a new one so maybe it's too new of a software and doesn't recognize it. On the other computer I didn't have elgato software installed and it still worked. I'll try the rest of that list though. Thank you very much.
