Question / Help Elgato Cam Link: occasional freezes

So I've been seeing multiple occasions where I'm trying to record gameplay with the cam link and the recording from both the Elgato software and obs would freeze, and I have to end up restarting the Elgato software, to make it record properly again.

I have a GTX 1070 and an i7 7700-K processor computer, and the quality and frame rate in 1080 with 60fps is excellent. and the first time I had multiple freezes, I've read that USB bandwidth could be the issue due to the fact that Cam link takes a LOT of bandwidth apparently. So I re-arranged my cables at the back of my computer, updated the capture card, updated my usb 3.0 controller drivers, updated the Elgato and obs software,updated my graphics card, use NVECH encoding for recording, and adjusted the bitrate properly as well. so NOW this issue has been GREATLY reduced, meaning its not freezing ALL THE TIME, its STILL freezes very occasionally, and I want to know how to make it to STOP freezing at all, it should be possible considering every time I record.

However I also have an Oculus rift and 2 sensors (hoping to get a third one in the future), so I had an idea of buying an usb 3.0 Expansion card. This one in particular:

So with that in mind, do you think buying this card and plugging the elgato cam link into it will solve my issue? meaning this issue is related to usb bandwidth? or could it be related to both the softwares exclusively?
