Elgato 4K60 Pro Mk.2 defaulting to wrong resolution in obs, only 3 resolution options available in custom

So like the title says my capture card is reading the correct input resolution from the device when I open the "configure video" page but in obs it is defaulting to 800x600 instead of the correct 720x480. The video source is from a retrotink 2x classic and has been working fine for about a year now. I recently did a fresh install of windows 10 to try and fix it but it is still only giving me 3 resolution options in the custom resolution drop down (1920x1080, 800x600, 720x480) regardless if the input is from the retrotink or another device. When I select the correct resolution of 720x480 the actual resolution does not change in the preview window unless I also change the color space to anything other than YUY2. The card is up to date on firmware and drivers and the system as a whole is running on the most recent available drivers for all components.
