Detect Bitrate and FPS.
Logic behind :
-IF Fps lower than target = Encoder Overload.
-IF Bitrate lower equals zero = Regected Connection.
-IF Bitrate lower than target = Laggy Connection.

Connects with Websocket. Just open in a browser and copy paste the path as a Custom dock is OBS.
