Dynamically change bitrate to manage congestion (Beta) cannot be turned off.

In OBS ver30.0.0, even though "Dynamically change bitrate to manage congestion (Beta)" is set to off, Dropflame is displayed as 0 even when there is a communication failure/delay, and the actual video bitrate is also insufficient. The image quality will deteriorate and the bit rate suppression setting will become effective.

1. Check "Dynamically change bitrate to manage congestion (Beta)" from the settings and switch it off
2. Deleting a profile and creating a new profile
3. Retry installing OBS
Four. Temporarily delete the description of DynamicBitrate=true in C:\Users\(User nane)\AppData\Roaming\obs-studio\basic\profiles\(profile name)/basic.ini

I tried the above, but the behavior seems to be that "Dynamically change bitrate to manage congestion (Beta)" has not been cleared.
(Of course, check out the settings checkbox)
