Question / Help Dynamic Bitrate not coming on even though I have it checked in OBS.

I know this because the log file I took when it was working said
"14:50:48.300: [rtmp stream: 'adv_stream'] Dynamic bitrate enabled. Dropped frames begone!" and there was no dropped frames reports. Now it's not there anymore even though I have checked the box. Any help?
 
If anyone doesn't fully understand below is from a log from when it was working and a log now when it's no working

If you've set a delay then dynamic bitrate can't function, as by the time network conditions change it's way too late to change the bitrate due to all the queued data.
