During recording fps is going down.

So whenever I record I have lag and my fps dosent stay constant like they do when obs is not running.
my specs:
i7-13700F
16GB ram
Intel iris xe graphics

Resolution: 1920x1080 @ 60 FPS.
I know my fps isn't the problem because the outcome is the same weather its 60FPS or 30...

I dont know who to trust for my settings because I dont have the Nvenc encoder.
People say that I should run obs as administrator but that makes my game lag even more.

I dont know what to do so please tell me the best settings for my laptop that wont interfere with the game.

Use the QSV/Quick Sync Encoder option.
