Duplicate frames in recordings

I've been running into issues with duplicate frames in my recordings, which cause them to look stuttery. Terraria runs at 60fps, but I have my monitor set to 165hz (I have significantly more cursor latency when using 60hz). When I am playing, I pretty much never dip below 60fps, but the recording still shows duplicate frames. I do have a 2nd monitor running at 60hz, but I've tried recording with the 2nd monitor disconnected and I still get the same result.

Sorry, I don't understand what you mean. The first monitor is the one that I am playing Terraria on, my second monitor isn't suitable for this. Do you mean disconnecting the first monitor before running OBS, and then reconnecting it?

I mean, it is wise to try all 60Hz first, then you can try to add 165Hz to your setup...
Edit: Just 1 monitor at 60Hz. Nothing else. Is there rendering lag?

With both monitors at 60hz (or only one), the recording is perfectly fine. However, I'd much prefer to use 165hz as I have significant cursor latency on 60hz.

According to many thread on this forum it is difficult task to get smooth frames flow when you have both high Hz and standard 60Hz displays (most of the threads were about 144Hz display devices).

Maybe 120Hz setting (if supported by the device) works better for you? At least, it is dividable by 60 (your other monitor refresh frequency and OBS output fps).
