Question / Help Dual-System Setup W/ Elgato HD60 PRO (CSGO)

I have two CPU Systems:
System 1:
Processor: i7 6700K @ 4.7 GHZ
GPU: Asus DUAL GTX 1070
Ram: 8GB (2x4) DDR4 @ 2133MHz
Mobo: Asus Z170-A
OS Drive: 460 GB SSD
Data Drive: 1TB WD Blue
Cooler: Thermaltake Water 3.0 360mm
PSU: EVGA NEX750W Modular
Case: Thermaltake Core P3 Black

System 2 ($400 Budget challenge build, Letgo/OfferUp/Ebay/Craigslist):
Processor: i7 4790
GPU: Asus STRIX GTX 970
Ram: 6GB (2 + 4) DDR3 @ I forget
Mobo: Gigabyte Z97-HD3
OS Drive: No-Brand 250GB HD
Data Drive: Another 250GB HD
Cooler: Phanteks PH-TC12DX
PSU: Thermaltake 500W
Case: Cooler Master CS 690

The second build I built to prove to a friend that, with some patience, you can build a console-melter for an affordable price.

My problem is that whenever I try and stream (full-screen, not windowed or windowed-fullscreeen) CS:GO through Game Capture, it nukes the FPS from a rock-solid 300, to ~130 just by having it open, even when not recording/streaming.
For those of you who may say "You can't see the difference between 60 FPS and 300 since your monitor can only display 60," I can feel the difference when I play, and it is incredibly noticeable, to the point that it negatively impacts my game-play.

My question is, will installing an Elgato HD60 PRO PCIE Card into System 2 and recording/streaming through System 2 be a good way to completely remove the load from System 1 in order to play CS:GO at 300FPS?

My setup would flow like this:

The A/B is a small switch that sits on my desk and will switch between two HDMI outputs from one input (or one output from two inputs), to allow me to switch between outputting from the GPU to the Elgato or directly to my monitor. I already have the switch as I used to use it to switch between my xbone and my PC.

Yes, it would completely remove the load on your system 1. However you have to deal with audio forwarding to your second system, which could results in delay. Capture card drivers etc. But it would remove the load on your system.
