Hi, I’m new there.
I’ve a dual setup with this specs:
- 3900X (4,2ghz all core)
- 16GB Ram 3600mhz
- TUF B550 Plus

I’m streaming in 1080p60 with 8000 bitrate on Twitch, but on fast movement games like Call Of Duty, I’m getting a pixelated output.

I’m using x264 encoding with SLOW preset.
I’ve try to put some flags to get better quality without success.
I’m looking to other streamers and their quality with the same game is amazing paired to mine.
Can someone help me with the settings?

I don't know which streamers you're comparing yourself to but most 1080p@60FPS top streams have inferior image quality to yours, given the fact 1080p@60FPS requires a minimum of roughly 12000 kbps so you end up with 0.1 bits per pixel, which is the sweet spot for optimal bitrate.

I recommend reducing your output resolution to 864p, changing encoder CPU preset to medium and removing all the x264 custom commands.

Your stream does have copious amounts of tearing though so you'll need to turn on VSYNC with Triple Buffering or limit your FPS to 120.

I'm not gaming with the same PC. Limiting my FPS to 120 in game is worth. I've a 240hz monitor in my pc gaming.
I've noticed that tearing but i don't know why there is.
I'm comparing my streaming with other italian streamers like Pow3rtv or Velox. They are streaming at 8000kbps and 1080p60.
If you look at their Live streaming or VODs, the quality is a lot better.
