Dual PC stream setup, Audio buzz on mic/aux wont go away

Setting up a side PC to stream from, running the audio from my gaming PC to the stream PC via Line Out Line In. I seem to be getting a constant buzz over mic/aux on the stream PC where i set it to line in. Sits around halfway ( https://imgur.com/tLD9Fse ). when i shut the gaming PC off, the buzz almost disappears, then if i unplug the PSU the buzz is gone completely. I also plugged in my cell phone while the gaming pc was on and the buzz was gone as well, as if the gaming PC were off.

What you describe sounds like a ground loop. Try connecting every thing that needs power to a single outlet.
