Question / Help Dual PC Stream Issue with random freezes

Okay so this is going to a long thread, but at this point, I literally do not know what I can do as I spent over a week and probably 10 hours and 180$ to fix this issue.

Basically, I am running a Dual PC setup (240hz and144h) (The specs are below for both machines). Every hour to hour and a half I get a solid 3-second freeze where my game will just stop and then unfreeze and continue to do so randomly through the stream. It might not sound like a big issue, but if I stream an important match with my CSGO team and that happens it can cost us the round. My main capture card is a Avermedia live gamer portable 2.

Here are the solutions I have tried. ATTACHED is also all nvidia logs that I chtted with them.

1. I bought a brand new Elgato HD60s and in the first clip as you can see I still have the same issue with a different capture card.

2. I tried running only 1 monitor and my HDMI cable running through my GPU and I still have the issue.

3. I have updated both my chipset and mobo to the latest drivers along with mostly all drivers.

Now here are two possible solutions that can fix my issue, one dealing with obs, but they both have their own issues.

First Solution: Normally I clone the displays for both the capture card and my main screen. However, If I extend the image and open OBS on my gaming computer, it is possible to project the ingame video to my capture card on its extended display. However, it projects at 1920x1080 @3480,0 instead of 1920x1080 @ 1920,0. Projecting it to my capture card makes my ingame have a big more input lag then I can handle or like.

Second Solution: I have tested streaming off my onboard GPU and it works just fine and there are no Freezes. Here is the vod https://www.twitch.tv/videos/270635712 where 2 times my capture card just crashed which is not really related to this issue, but when I switched for my "old" aver media card it worked fine for over an hour and a half (switch around 42 minutes) and so I concluded that the issue lies more so with my GPU. I tried plugging in my capture card to my MOBO and have it use Intel graphics. I then Duplicated the main screen and the capture card, but when I open CSGO it clearly has Vsync running and within Intel Graphics settings I do not have an option to turn off Vsync. I googled for over an hour and then gave up as I could not find any solution and so my CSGO is stuck at 60hz.

Here I have attached logs of me talking with NVIDIA live chat multiple times and they helped me confirm that the issue is with the GPU. I, however think that if I can get it to project on OBS at 1920x1080 @ 1920,0 instead of @3480 then this could be a fix that would work great. If someone can help with that or any of the two solutions I would appreciate it.

have you ever found a solution for your problem. i have the same issue with the elgato 4k pro mk2. just in clone mode
