Question / Help Dual-PC Stream FPS Stutter.

Hello i have an issue with fps stuttering and i wanted to see if anyone knows how to fix it.
Here is the setup.

I have a gaming pc with a gtx 1080ti that runs 1 Display port to my main 144hz monitor and 1 HDMI cable to my capture card in the streaming pc.

Streaming PC:
Ryzen 7 1800x
Gtx 1050Ti
elgato 4k60p

I load up the image in obs from the capture card on the streaming pc. The image loads fine and the video looks very smooth. (60FPS) on the preview.

The issue starts when i load up a game on the gaming pc. After i load a game on my gaming pc i look at the preview on the OBS of my streaming pc and i notice stutter/Skipping. MY FPS is at 200-250 and my 144hz screen shows no lag or any issues, but on the streaming pc i notice some stuttering. It sometimes gets better and then after a little while it starts getting noticeable again.

It is not the cable as i have tried many different cables.

I close my display to my capture card on my gaming pc and am thinking if its the cloning that causes this issuse and that maybe there is a setting or something am messing up because for example when i load a full screen game my screen sorta goes black for a bit and then it loads into the game and i notice that my video feed on my capture card goes off as well. So am thinking it has something to do with windows and full screen applications.

Just looking to see if anyone else has this issue and that i am not just going insane with this haha.
