Dual PC set up, Elgato 4k60 Pro and still getting unstable frame rate?

Hello! I've posted on here quite a few times already about this ongoing issue I've been having. I used to have a single PC set up and during my streams, my framerate would drop from 60 to maybe 40-50 randomly and it would run that way for a few minutes and back to 60 for another few minutes. The cycle repeats. I thought this was because I was running on a single PC so I started streaming with a dual PC set up again, assuming this would erase the issues. Unfortunately, it did not. I've tried SLOBS as well and I receive the same issues. It is SO weird. I'll record an OBS recording of me playing a game for 10-15 minutes and I use the stream encoder so I know what it would look like when I'm streaming. I receive no issues and no frame rate drops on the recording. As soon as I go LIVE, it happens. It's so strange and it's actually driving me insane and making me feel like I'm crazy. It says FPS: 30 but then below that 59.94? Doesn't that seem odd? Why does it say 30? Anyways, regardless.. I should not be receiving these issues. Can anyone help? I'm insanely desperate to solve this. Please. Thank you!

1. The new Windows 10 Hardware-accelerated GPU scheduling ("HAGS") added with version 2004 is currently known to cause performance and capture issues with OBS, games and overlay tools. It's a new and experimental feature and we recommend disabling it via this screen or these instructions.
2. Enable "Game Mode" for maximum gaming performance. Game Mode can be enabled via the Windows 10 "Settings" app, under Gaming > Game Mode.
3. Record to MKV or FLV. If you record to MP4 or MOV and the recording is interrupted, the file will be corrupted and unrecoverable.

If you require MP4 files for some other purpose like editing, remux them afterwards by selecting File > Remux Recordings in the main OBS Studio window or enable Auto Remux in the Advanced Settings.
