The logfile you uploaded does not display any performance issues, though you did a very short recording whilst in your original post you said you were having issues with streaming.
As for the Twitch server issue, you can check the online status via:

In your logfile I noticed you have Windows DVR enabled, that may be a cause of the performance issue as even when you are not using it having it enabled in Windows settings it will always hook into the game process and commit resources (Similar to what OBS does when OBS is open, though more aggressively as it also buffers for replay recording)
I also noticed that your base resolution is set to 1280x720, when your monitor has a resolution of 1920x1080. The base resolution in Video settings should be the same as your monitor resolution.
Being that you have a dual monitor setup, it might be a performance issue as a result of having two monitors running at the same time. Could you test with one monitor running to see if the performance issue is still there.
Can you do a few minutes' worth of streaming (Doing what you would normally do in-game) then stop the streaming session, then upload a current logfile please so I or someone else can further assist in troubleshooting.
