Dropping Frames while streaming

it use to run good, got a new pc and kept my hard drive so my settings would remain the same and having issues while streaming to youtube now
if anyone has any suggestions above is the link to my current log file

Disable HAGS
Run OBS as admin
Display Capture must be on its own separated scene, never mixed with game or window capture methods.
Make sure your ISP can handle 20mbps of RTMP protocol traffic.

You may want to try HEVC encoder instead of NVENC as it has better quality with less kbps
