Question / Help Dropping frames using 3mb settings on 6mb internet

So, I was away from streaming for a while, recently I changed my internet provider, and now I have 60mb down / 6mb up internet:

Streaming 720p 30fps for me is enough, doing some research, I saw people with 3mb upload using 720p/30fps/1250kb/s, so I tried using 720p/30fps/1500kb/s, this way I would still have plenty of upload free and wouldn't interfere on online gaming

But, i had 50~60% of dropped frames with this settings, tried lowering to 1250kb/s as people uses with 3mb upload

And still got 30~40% of dropped frames, even using bitrate for half the upload I have...

Does anyone knows what's the problem and how to solve it?

Thanks in advance

I have read that thread before creating this one, but still didn't help me much:

Try changing servers
I'm trying to stream to youtube, it only have first and secondary ingest, both got dropped frames

Try lowering bitrate
bitrate is alreadly pretty low for my upload

Don't stream over wireless
I'm using ethernet

Try another streaming service (Just as a test)
This I still gotta try

Check your firewall / router / antivirus / network software
Don't have any antivirus installed, but disabled firewall and windows defender, no luck

Speed tests are a very rough estimate - they mean very little with regards to streaming
I know it's rough estimate, but people can stream with this settings with half the upload speed

Update Network Adapter Driver
I'm with the latest driver

Bad router or bad networking hardware
The router is new, got it a month ago,

@Specht77 - if u want u can test your stream on my server (it also saves your stream and u can download it then)

720p30 should be around 2500kbps - and if u add yourself via webcam 3500kbps is better

(are you german? because your name sounds so)

For me 1500kbps isn't that bad, here's me trying with 1250kbps:
https://www.youtube.com/watch?v=ahm0N7MRNl0

50% dropped frames, but the image isn't thaaat bad (and 1500kbps would be a little better, but would drop more than 60%)

Then I tried 480p30 with 900kbps:

Here the quality is trully bad, and still got 9% package loss, even with 900kbps on a 6mb upload network :(

I'm not german sadly, my grand grandparents were...
