Question / Help Dropping Frames suddenly - 19.5/30 fps dropped?

My OBS studio was working fine I believe last week and I have been streaming for around 2 years. All of a sudden, my dropped frames are exactly 19.5 of 30(set fps) every second. Is this an OBS problem, internet problem, twitch problem? How can I possibly fix? This has happened when I tried around Wednesday and also today. no luck

Looks to me like a connection issue: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 4201 (64.3%)
Also your upload speedtests are way to low for a 2500kbit bitrate
