Question / Help Dropping Frames -- "Red Square"

Hey guys.. I made a previous post here about another issue I was having. It's one that I believe is unrelated to another issue I'm having currently. However just in case I'm going to link the older post.

I'm having an issue where my frames will drop and the "red square" will just start plaguing my stream and my upload. It seems to be happening at random times so it's hard to pinpoint a time or cause of the issue. However I have the log and hope that it can shed some light on the situation. If anyone has any ideas please let me know...

I've literally tried all of that except the ip bind
