Dropping frames on Stream not in game

Hey all,
Brand new here, did a bit of searching but struggled to find my exact issue playing out.
I'm gaming & streaming from a single PC, working on getting a second rig but $$ isn't free enough to do that yet.

i7-8700 cpu
GTX 1070 FE gpu

I recently upgraded 1 monitor and am now running a 144hz monitor as primary & 60hz monitor as my secondary. I am running SLOBS on and streaming through the 60hz monitor.
I'm noticing a lot of input lag and tearing on the stream itself but not in-game.
I went from 60fps to around 95-100 in game
I started to notice this around the time I upgraded to the 144hz monitor.
In doing some reading this could be caused by a couple things...
1) 144hz to 60hz changes are causing this, I read somewhere that running SLOBS on the primary monitor behind the game might help.
2) The CPU and/or GPU can't keep up with the change and pushing the stream and that is what causes the tearing.

Thoughts?
How can I check for this and narrow my issue down?
I've been saving to build a second pc so that I can game from one and stream from the other, but I want to make sure it isn't something simpler like my monitor setup.
