Up until last week I was streaming at 4000 - 5000 / second and everything was fine. I was using OBS and SLOBS. Streaming to Twitch. Last week I started dropping frames. I have tried everything but can't fix it. My ISP provider was out to check my internet. I am hardwired in to both my XBox and PC. Internet is ! Gig and the tech was getting 700 - 800 for speeds. Said my IS is not the problem.

Any help would be appreciated. It was fine then it wasn't.

Hello Chris V.
I understand the issue with OBS or SLOBS having drops here and then. I understand the struggle.
Here's what I can suggest: (Assuming your using OBS Studio)

1. Low Latency Mode

At most times, if the ISP is lagging (Either due to local faults or family internet due to bandwidth) you can get drops. Try going to advanced settings and enable New Networking Code and set it to Low Latency Mode.

2. Bit rate

If that doesn't help, it could be your settings. For me (AMD User) I use the AMD Advanced Media Framework (Using NSync if your have a nvidia graphics card)
OBS Studio comes with pre-defined presets which help for your streaming needs.

I'd recommend not going above 720p, even although over the years that bandwidth has increased. So a bit rate below 3500 is preferred.

A part for that, I hope these at least help you to get a better smooth stream.

Just an update for people looking for help with similar issues. After trying everything I could think of on my PC and with OBS itself - this also included my ISP provider verifying my IS was good - I decided it had to be a network issue. I have a complex Home Theater / Entertainment system that all is hardwired to the Internet through some 1G switches. My PC and XBox One were also lumped in there. I separated my PC and XBox one and put them on their own switch connected directly to the modem. I them placed everything else on a different switch and connected it to a separate line. This solved the problem. Something was not playing nice with my PC and/or OBS. Or it was just too much congestion. Whatever it was problem solved.

Now why it worked fine - then didn't I still don't understand.
