Question / Help dropping frames like crazy, but only in windows

I have a machine that dual boots windows 7 and Debian buster. Windows is using the lastest OBS exe available (downloaded couple days ago, not at machine right now so don't know the version), Linux/Debian it said "0.0.1" or something like, really old version, but it's the version that ships with current version of Debian stable.

When I run the windows version, same networks and same streaming settings, I get a couple hundred dropped frames instantly, and throughout a 5/10 minute test the green square will turn yellow or orange or red and then back to green. It just flickers from green to whatever color and I get more dropped frames. I did view the youtube stream on my phone but could not detect any errors in the stream.

Reboot to debian, same hardware and streaming settings, not a single dropped frame or green square flickering, in a 1.5 hour test. Same thing, can't see if any errors are actually showing up in the youtube stream.

Anyone know what's going on? Is the windows versions buggy? Or is the debian version so old that it just doesn't properly detect the network dropping frames even though it actually is? Or maybe some buggy drivers on windows??

I'm streaming 720p @ 1300 kbs (I know that's very low), the network is supposed to be 10,000 kbs but in my testing I get around 3000 to 7000 according to speedtest.net so I'm aiming extremely conservative for now until I figure out this frame issue.
