google chrome = download
livestreaming = upload
completely different aspects of the network, and most (except fiber internet) has asynchronous design

Did you the guide here on dropped frames?
did you do the WAN (Internet) tests as referenced?
yours isn't really an OBS question, but a network one. you mention changing servers - twitch then? there are specific twitch network connections tests mentioned on this site (I'm not a gamer so I don't track such info)

I mean this problem of zero bit rate happens like 2 times per day and when happens my internet is still normal i can use google with normal speed and upload by the way and i tried like 3 twitch servers like brazil south america sao paulo brazil rio and miami server too and the was the same thing all of them with zero bitrate and also happens like 1 or 2 hours of the day like same hour to be honest witch is kind weird, im goin to try to change the bit rate to 3k of bit rate instead of 1,5k to see if makes any diference and i also uninstalled the eset anti virus and i also will go after the firewall and to turn off the microsoft bar and stuff.

Being able to use google with normal speed doesn't mean anything when it comes to streaming, as you are not testing connections to twitch's streaming services when you're doing those tests.

It sounds like your connection is briefly dropping out, potentially an ISP DHCP lease reset, which would kill the persistent stream connection.
As you're streaming to Twitch, it's a better idea to use R1ch's TwitchTest tool to check your connection to the servers; you want a Quality score of 100, preferably. https://r1ch.net/projects/twitchtest
