Question / Help Dropping Frames Continuously

Hi guys !
So , my stream is dropping frames continuously even at 2500 bitrate and 2000 .
My internet is not that bad... i know i should use 70-75% from my internet speed but seriously 2000 bitrate and still lagging...

Logs:
9-29 = UK
9-50= Frankfurt

On Frankfurt it goes up to 4000 but after 2 seconds it goes back usually at 2500 and it drops to 2000-1500.UK the same and Amsterdam 3000 maximum.

I'm not on wifi .

When i record i have no fps drops so it's not my pc's fault ,the logs are saying that too.

Quality 0 in Twitch test basically tells you that your connection is not stable enough for streaming.
