I just recently switched to a new computer and when I started streaming again I have been dropping frames like crazy. I am using the Nvidia encoder because the other one just seemed much worse even on the fastest settings. I have turned off game mode, I lowered the scaled resolution, I have opened port 1935, but I can't figure out why I am having this problem now.

Dropped frames are a network issue. Encoders, game mode, resolution don't matter here. OBS Settings > Advanced > Network > Check the boxes for Dynamic Bitrate and Network Optimizations > Apply > OK

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...
