I am trying to stream to Twitch.tv, but I am dropping frames. I actually think I've been dropping them for a while, but I was too concentrated on, you know, gaming, to even notice it until now.
During a stream, I'll drop about 7-9% of my frames, but it will often go all the way up to 10%.
Nothing I do, or anything I can find anywhere, helps fix the problem.
Before anyone asks, yes, I have a LOG file available.

I have already tried all of the following:
- changing servers
Now, for all the stupid graphs.
(All these tests were done after having already tried everything above.)
Network usage during a stream:
(I actually find it kind of funny how it looks like a heartbeat.)
Both YouTube and Twitch streams get affected by my issue.
This indicates to me that the problem is either OBS or my internet.
But...
Network usage when running a twitch connection test:
Running a simple Twitch connection test does a sort of drop too.
This suggests that OBS is not the cause. Meaning it would have to be my internet, right?
AGAIN, but...
Network usage when uploading a large video:
This is where things get kind of weird (for me, at least).
Uploading a video to YouTube works perfectly fine. That would suggest that everything's fine on my end.
But uploading a video to Twitch does that weird drop again!
What the heck?
Please, I'm desperate for ANY help I can receive.

I have already done a Twitch connection test on all servers worldwide. (More on that farther down.)

I want to use at least 3Mb/s, but even lowering it all the way down to 1Mb/s still drops frames.
- streaming over ethernetI ONLY ever use ethernet because of the unstable nature of wifi.
- another streaming serviceResults are exactly same on both Twitch and YouTube.
- checked firewall, router, antivirus, and network softwareI have already made an exception for both the 32-bit and 64-bit versions of OBS in both my firewall and antivirus.
TCP port 1935 is also open on my router.
I'm not stupid enough to download any of that "enchancement" BS. I have triple-checked for the existence of those things.

My Realtek drivers are 100% up-to-date.

I have dragged my laptop over to my modem to try a direct connection.
I have even tried a BRAND NEW network card in my router.
