Question / Help Dropping frames after downscaling stream

Hey there! I've been streaming on Twitch for awhile now at 1080p 60fps, but I've been bothered by the fact that some of my viewers have had buffering issues even though everything seemed green on my end. So this week I attempted changing my settings to some recommended for 720p downscaling, but now I'm getting a lot of dropped frames during broadcasting. I didn't see anything I could tell was helpful in my log, but here it is in case someone else is more knowing than I can make use of it! https://hastebin.com/bodaneyidi

Are you perhaps downscaling your resolution?
If so turn this off.

How many bitrate are you using?
There is no information about the amount of bitrate your using in the log.
