Question / Help Dropping FPS

Hey guys. So I'm streaming a lot of Dark Souls III at the moment.
I have a slight issue tho - my OBS tends to drop FPS from 60 to 20 (actually anything between 15 and 60) I have no clue as to why this is happening and I'm not necessarily dropping frames, only FPS.
It's bothering me quite a bit since it makes my stream laggy and comes up with a less smooth experience.
I don't know how to fix this issue (it also happens when I stream PUBG but not when I stream League)

My graphics card is: GTX 980 TI Strix 6GB
CPU is: Intel core i7-6700 3.4 gHz
And RAM is: Kingston HyperX Savage 16GB

I haven't really experienced any issues before but now it happens - can anyone help?
 
1. OBS Settings?
2. Ingame settings?
3. Upload speed/bitrate?

Which OBS settings?
My resolution is 2560x1440 scaled to 1280x720.
Downscale filter is Lanczos and the FPS 60.
My ingame settings are the highest settings, I have no issues with the game really, only OBS.
The bitrate is 6000, encoder is Hardware (NVENC)
 
Alright so I changed my settings to what Joeyfontana suggested and it ended out taking literally 100% of my CPU (was playing ds1) had to end stream due to game crashing all the time.
