Question / Help Dropping FPS in OBS

(Sorry for my English) Its start a few days ago. Its never happen. When im use FullWindows mod in game and alt+tab fps drop in OBS , earlier FPS on obs stay 60 fps all time. Now when i alt+tab its droped to 10-30. CPU % changet too . Streaming NVENC H.264. https://hastebin.com/evilusahir . In game FPS dont drop. Pls help
