Question / Help Dropping FPS & Browser Source's Disappearing

Having some madness in today's stream. To point out first, today is the first time in a long time that I'm using a greenscreen and I really doubt that has any issue with whats going on. My CPU % is normally around 10-13% when streaming and it keeps my fps at 60 and never moves a bit. Today my CPU % was jumping between 15-24% for what ever reason.
